In reply to your letter No. 77 Colonial of the 19th. March, I am to point out that at the end of the Regulations concern -ing Customs procedure to which you refer it is distinctly stated that "The above regulations are provisional and are subject to "alteration and addition from time to time as may be found "necessary". This was obviously necessary in the circumstances for it was evident that an examination service instituted at the opening of the railway could only be of a provisional and temporary nature.
